1. Open the original image, create a new layer and change the layer blend mode to colour.
2. Choose a large brush and cover the lips in any colour (choose one that you can notice the changes with). If you colour too much of the image, that is alright.
3. Grab a very soft eraser tool and erase outside the lips and inside. Use a smaller eraser for the finer details closer to the edges of the lips themselves.
4. Open the properties for the layer.
5. Choose a gradient overlay with a colour blend mode, 100% opacity, select a linear rainbow gradient with a 100% scale. Now find the best looking angle.
This method can be used to give colour to an image. If you want to change the shade of someones hair on the other hand (E.g. Brunette to Blonde), that's more complicated and I still haven't done it haha.
